Board and Committees of The College

Faculties

(1) The College shall consist of Faculties and Institutes which shall be made up of Departments and such other academic units as shall be established in accordance with the procedures prescribed in that behalf by the University.

(2)          The following Faculties shall constitute the foundation faculties of the College:

(a)        the Faculty of Medical Sciences

(b)        the Faculty of Health Sciences and Technology; and

(c)        the Faculty of Dentistry.

(d)       the Faculty of Basic Medical Sciences (created in 2015)

Faculty Board of Studies

(1) There shall be established for each Faculty of the College, a Board of Studies.

(2)          The Board of Studies shall consist of:

(a)        the Vice-Chancellor and the Deputy Vice Chancellor(s);

(b)        the Provost and the Deputy Provost;

(c)        the Deans of the Faculties in the College;

(d)       the Medical Librarian;

(e)        all the academic staff of the College; and

(f)        such other persons, whether or not members of the University, as the Board of Studies may, with general or special approval of Senate, determine.

(3)          The Board of Studies shall:

(a)          advise and report to the Academic Board on all matters relating to the organization, teaching and research into the subjects taught in the College including the development and review of curricular and the conduct of examinations;

(b)          consider the progress and conduct of students in the teaching units and report thereon to the Academic Board.

(c)          recommend to the Academic Board persons for appointment as examiners; and

(d)          deal with such other academic matters as may be referred to it by the Academic Board.

(4)          The quorum of the Board of Studies shall be eight or one-quarter of the entire members thereof (whichever is the greater).

(5)          The Dean shall be the Chairman at all meetings of the Faculty Board when he is present; and when he is not present, such other member of the Board, as may be acting for the Dean for the time being, shall preside at that meeting.

Dean of Faculties

(1) The Dean of a Faculty shall be a Professor elected by the Faculty Board and each Dean shall hold office for a term of two consecutive academic years and after which he will not be eligible for re-election until four years have elapsed.

(2)          If there is no Professor in a Faculty, the office of the Dean of the Faculty shall be held in rotation by academic members of the Faculty holding the ranks of reader or Senior Lecturer on the basis of seniority as determined by the Senate.

(3)          The Dean of a Faculty shall exercise general superintendence over the academic and administrative affairs of the Faculty.  It shall be the function of the Dean to present to convocation for the conferment of degrees and other qualifications persons who have qualified for such degrees or other qualifications of the university at examinations held in the branches of learning for which responsibility is allocated to that Faculty.

Board of the College of Medicine

(1) There shall be a Board of the College of Medicine (hereinafter in this statute referred to as “the Board of the College”) which shall be subject to the overall control of the Council.

(2)          The Board of the College shall:

(a)  control the property and expenditure of the College

(b) submit to the Council through the Vice-Chancellor, any financial proposals relating to the College;

  • employ on such terms and conditions within the framework of the conditions of service governing the appointment of non-academic staff as may appear to the College Board to be necessary;
  • appoint all academic staff of the College up to and including the level of

Senior Lecturers; and

  • perform such other functions of the Council as that Council may from time

to time delegate to it.

  • The Board of the College shall consist of:
    • the Pro-Chancellor and Chairman of the Council, as Chairman of the Board;
    • the Vice-Chancellor,
    • the Chairman of the University of Nigeria Teaching Hospital Management Board;
    • the Provost and the Deputy Provost of the College;
    • Deans of Faculties of the College;

(f)        One person, who is not a member of the academic staff of the University nominated by the Council;

(g)        Two members of the Senate who are not members of the College, nominated by the Senate;

(h)      Two persons who are members of the academic staff of the College,  nominated by the Academic Board;

(i)       One member appointed by the University of Nigeria Teaching Hospital  Management Board;

(j)    responsibility for matters relating to health, or his representative; and

(k) The Permanent Secretary of the Federal Ministry charged with the responsibility for matters relating to University education or his representative.

  • The quorum of the Board of the College shall be six.
  • Members of the Board of the College shall hold office for a period not exceeding four years.
  • A member of the Board of the College appointed under sub-paragraphs (f) to (i) of paragraph (3) above shall hold office for such period as may be determined by the body by which he is nominated.

Secretary

(1) There shall be a Secretary to the College who shall, under the general control of the Registrar of the University, carry out such duties of an administrative nature as may from time to time be assigned to him by the Board of the College and, subject thereto, by the Provost.

(2)          The secretary of the College who shall be of the status of a Deputy Registrar, shall be appointed on behalf of the Council by the Board of the College.

(3)          The person holding the office of Secretary to the College shall by virtue of that office be the Secretary to the Board of the College, the Academic Board and the Academic Staff Assembly.

 Financial Controller

  1. (1) There shall be a Financial Controller of the College who shall, under the general control of the University Bursar, be responsible to the Provost for the day-to-day administration of the financial affairs of the College.

(2)          The Financial Controller of the College who shall be of the status of a Chief Accountant, shall be appointed on behalf of the Council by the Board of the College.

 Academic Board

(1) There shall be an Academic Board of the College which shall have control of the academic affairs of the College and shall be responsible and subject to the control of the Senate in all academic matters.  It shall also exercise such of the powers of the Senate as the Senate may from time to time delegate to it.

(2)          The Academic Board of the College shall consist of:

(a)        The Vice Chancellor or his representative;

(b)        The Deputy Vice Chancellors;

(c)        The Provost and the Deputy Provost of the College;

(d)       The Deans of the Faculties within the College;

(e)        The Professors in the College;

(f)        The Medical Librarian of the College;

(g)        The persons for the time being holding such appointments on the staff of the College as may be specified by the Provost of the College with the approval of the Vice-Chancellor; and

(h)        Not more than two other members of the academic staff of each Faculty within the College elected from amongst the members in accordance with paragraph (5) of this Article.

(3)          The quorum of the Academic Board shall be ten or one-quarter (whichever is greater) of the members for the time being of the Board.

(4)          The Provost of the College shall be the chairman of all meetings of the Academic Board of the College when he is present and when he is not present, the Deputy Provost, or where they are both absent, any person for the meantime performing the functions of the Provost, shall preside at that particular meeting of the Academic Board.

(5)          The Academic Board shall make Regulations prescribing the procedure for the election of members of the Academic Board under sub-paragraph (g) above, who shall hold office for a period of two years beginning with the 1st August in the year of his election and shall at the expiration of his term be eligible for re-election, however, that person shall be eligible for re-election at the end of his current period of office if he/she has held office, as an elected member of Board, for a continuous period of six years or would have so held office if he had not earlier resigned it.

 Academic Staff Assembly

(1) There shall be an Academic Staff Assembly of the College which shall consist of all full-time academic staff of the College.

(2)          The quorum of the Assembly shall be twenty.

(3)          The functions of the Academic Staff Assembly shall be:

(a)       to elect representatives to various bodies on which the Academic Staff Assembly of the College is specifically required to be represented;

(b)       to elect a Provost for the College from among the full-time professors of the College;

(c)       to elect a Deputy Provost for the College from among the full-time professors of the College; and

(d)       to perform such other functions as the Academic Board may, from time to time, refer to it.

(4)          The Provost shall be the Chairman at all meetings of the Academic Staff Assembly when he is present, and when he is not present, the Deputy Provost or one of the Deans of Faculty as may be mandated by the Provost to be the Chairman at the meeting; Provided that when the Assembly meets to elect a Provost or Deputy Provost, the Vice-Chancellor or his nominee shall preside as Chairman.

Interpretation

  1. Any word or expression used in this Statute shall have the same meaning as defined in the University of Nigeria Act 1978.

Citation and Commencement

(1) The Statute may be cited as the University of Nigeria Statute No. 2.

(2)  This Statute shall come into force on 1st day of August, 1982.
